I thought that I'd put together a selection of great film fights that could inspire us to figure out how to allow their recreation in our rules without exception-this, and exception-that.
The Avengers - Thor & Captain America
Notice in this clip how the grunts don't move and shoot. They shoot or they move. We're not talking realism here, we're talking movie/game-real. How do heroes and grunts act in movies? THAT's the feeling that we're after.
Assassin's Creed
I'm thinking that there should be a basic 'grunt' level of combat abilities. With some special kinds of moves included that only heroes can do. If you've ever played Assassin's Creed, you'll know what I mean. The main character has power attacks, ways of knocking back multiple foes, and ways of literally pushing a foe away from him.
Iron Man 2 - Black Widow
Lots of "Push" examples here. Maybe heroes get to choose where their opponents get pushed?

Avengers - Thor vs. Iron Man
Ok, forget the flying part of the fight. But notice the elements. Both have 'Pistol' effect weapons. Both can just stand there and shoot more powerfully. And if locked in each other's grip both can do something about it. Whether it's a head butt or a pistol (hand repulsor) shot.
