Starting Phase Revamp: Part 1

Hello and Happy New Year!
Now that the holiday obligations are done, the kids are back in school, and Dad's condition is... sort of stable... I'm working on getting back into the WarStrike rules-writing groove again.
I noticed while looking through the rules that the Starting Phase section was noticeably out of date, so I've been revamping it. Besides simplifying things wherever I can, and adding a new rules here or there, it's also about re-scaling the resolution of the graphics so that the final book isn't packing any extra image pixels than it can actually show on a retina iPad.
I haven't had much time to really focus on Melee, but I have been able to re-read the rules in some spare moments, and I've got a host of little notes about problems I though of for every phase leading up to Melee. I'll mostly be working on these little issues for the next few weeks.
